Water diversion?

This may be the outlet of water diverted from Cougar Lake behind the Surf Inlet Dam. We've been able to find only sketchy information, but our understanding was that the dam was built to run water through here to power mine equipment. We looked, but weren't able to find the other end of the diversion tunnel.
