This idealized cycle highlights the self-reinforcing circuit common in developing infrastructure (the circular flow at center) and one key implication at each point (the satellite boxes).   This is not an exclusive list of implications; these key dynamics are highlighted because of their relevance to Alaska's current coal development choices.

Some infrastructure, like the Seward Coal Terminal, is highly specific. It can only be used to load coal onto ships, and thus can only realistically be used by the coal industry.  Some other infrastructure, like the state highway system, is very versatile.  It can be utilized by many industrial functions, and is open to general public use.  The Alaska railroad falls in the middle, in terms of versatility and exclusivity of use. 

The flexibility and access qualities of infrastructure should always be considered when analyzing its impact.
